Romance: Eli is likely going to end up in a relationship with Thrawn, so he's not really open for romance.
Hugging: He really only accepts hugs from people he's close to, like good friends. Hugging him unexpectedly will make him bristle.
Kissing: He might accept a peck on the cheek from friends, but he'll only take romantic kisses from someone he's romantically involved with. Kissing him without permission is a good way to get your character slapped.
Flirting: You can try to flirt with him, but chances are it'll make him embarrassed.
Mutilating: No thanks.
Killing: No thanks.
Mind Reading: Mind reading is fair game.
